Towards the end of 1915, the number of men volunteering for the British Army was beginning to dwindle. The need for men was such that conscription was introduced early in 1916.
Men had the right to appeal their call-up and throughout the Country there were approximately two thousand Local Tribunals, set up to honestly and fairly judge the sincerity of those men who had applied for exemption from military service.
As well as the conscientious objectors, tribunals heard claims for exemption from military service on domestic grounds (those with unsupported children or elderly relatives or people with ill-health) and from people applying for exemption because they had important civilian jobs, such as key industrial workers, doctors, teachers and farmers.
Fewer than 2% of the cases heard by the Local Tribunals were applications for exemption on grounds of conscience. This fascinating talk by the ALHG chairman Andy McKinnon, tells the fascinating story of the Arnold Tribunals.
